Ä¢¹½ÊÓƵ Security Alert – Portugal, Spain, France

Authorities continue to respond to a major power outage on April 28 across Andorra, Portugal, southern France, and Spain. The outage started at around 12:50. As of the afternoon of April 28, French authorities confirm that all electricity has been restored following a short-lived power outage in France's Basque Country. Spanish energy distribution company Red Electrica is gradually restoring power in the northern regions. Power is expected to return across all of Spain within six to ten hours. In Portugal, military personnel have been mobilized to the respective bases as part of the emergency response protocol; the Portuguese military will reportedly provide support to law enforcement personnel in maintaining public order and managing ongoing road travel disruptions. Portuguese authorities did not immediately confirm a timeline to resume the distribution of electricity nationwide. The status of restoration efforts in Andorra is unclear.

Widespread disruptions to private and public institutions, public transport, and telecommunications, including internet connectivity, are ongoing. Railway and air transport are experiencing severe disruptions. In Spain, railway travel continues to be suspended entirely as of the afternoon of April 28. Outages affect flight operations at Adolfo Suarez Madrid–Barajas Airport (MAD) and at Lisbon's Humberto Delgado Airport (LIS); numerous delays have been reported. Service stations across Spain and Portugal have stopped operating. Healthcare facilities have reportedly been minimally impacted due to the presence of backup generators. Some water distribution outages have been reported in areas relying on pumps. The cause of the outage remains unconfirmed; Spain's National Cybersecurity Institute (INCIBE) has reportedly started investigating the possibility of a cyberattack.

Law enforcement personnel and security services will likely deploy across major urban centers to monitor the ongoing situation. Temporary business and communications disruptions are likely in the coming hours as utility providers continue to respond to the power outage. Road travel disruptions are likely due to malfunctioning traffic signals. Railway and air travel will likely continue to be disrupted in the coming hours. Essential services such as Automated Teller Machines (ATMs) and service stations will likely discontinue services.

CIEE Participants have been reminded of safety measures via our Emergency Notification Systems and to follow local safety guidance.
